Hazardous Facility Safety Justifications
We prepare safety justifications for hazardous production facilities under the Russian industrial safety framework. The work connects risk assessment with specific engineering decisions and conditions of operation.
Scope of work
- Review of applicable industrial safety requirements and identification of the missing requirements or proposed deviations within the assignment.
- Hazard identification, accident scenario analysis and risk assessment based on the technology, equipment and operating conditions.
- Justification of engineering solutions, permissible operating modes, work sequences, monitoring requirements and organizational measures.
- Development of additional safety requirements and compensating measures to reduce risk where deviations are being justified.
- Coordination of safety requirements with mine development, interaction between open-pit and underground workings, haulage, ventilation and other mine systems.
- Preparation of the safety justification and support during review by the industrial safety expert organization, including responses and agreed revisions.
What we deliver
- A safety justification defining the facility scope, hazards, risk assessment and substantiated operating requirements.
- Documented engineering and organizational risk reduction measures linked to the relevant design decisions.
- Supporting technical explanations and revisions for the agreed industrial safety review procedure.
A safety justification is a specific regulatory document in Russia. This project experience demonstrates our approach to engineering risk and operating conditions; the scope and authorization requirements for work in another country are assessed separately with the client and local partners.
